Why African Companies Can't Wait for Government AI Strategies

Only 16 of Africa's 54 countries have launched national AI strategies. The other 38? Still drafting, debating, or haven't started. And if global trends hold true, those "in development" won't see daylight for another two to four years.

The Timeline Reality

According to data from intelpoint.co, as of July 2025, just 16 African nations have published full national AI strategies. Another 34 are categorised as "in development" – a status that sounds promising until you examine what that actually means.

Canada, the first country to launch a national AI strategy, did so in 2017. Yet research shows that most countries announcing their intentions to develop AI frameworks take between two and four years to move from conception to publication. Rwanda's strategy, launched in 2023, involved extensive stakeholder consultations, technical working groups, and international partnerships. Kenya's strategy, unveiled in March 2025, followed a similarly lengthy process involving government agencies, development partners, private sector representatives, and civil society organisations.

The pattern is consistent: announce intentions, form committees, conduct studies, draft documents, seek international support, revise frameworks, and finally – years later – publish.
